Recognized by Oracle.
Trusted by enterprises across the Middle East and Europe.
Delivered by a team with over two decades of Oracle delivery.
Simalaya Consulting is an Oracle Partner delivering implementation, managed services, and support for enterprise Clients across the Middle East and Europe.
With legal entities in Switzerland and the UAE, and an Oracle delivery heritage in the region dating back to 2004, we bring together European governance standards and two decades of on-the-ground GCC delivery experience.
Oracle Programmes Fail for Predictable Reasons. In 2025, Simalaya Acquired Two Decades of Regional Expertise to Solve Them.
Oracle engagements fail for predictable reasons. Whether implementation, upgrade, or managed services, the patterns are consistent:
Under-specified scope that generates change requests from month one, eroding budget and timeline before the programme has found its footing.
Governance structures that exist on paper but collapse under the first sign of client-side pressure, leaving no one accountable for the decisions that derail delivery.
Delivery teams assembled from subcontractors and contract resources who have never worked together, share no methodology, and carry no collective accountability for the outcome.
Senior consultants who close the sale and disappear from the account, replaced by junior resources who were never part of the original commitment.
In every one of these cases the technology is rarely the problem. The delivery model is.
These patterns are consistent across both markets Simalaya serves. In the Middle East, rapid growth has outpaced the supply of genuine delivery capability, creating a market where confidence and credentials are frequently confused. In Europe, the consolidation of Oracle partners into large system integrators has produced the same failure through a different mechanism: experienced practitioners removed from accounts the moment the contract is signed.
The organisations that reach this point are not naive buyers. They selected Oracle for the right reasons.
What failed was not the platform. What failed was the delivery model.
Simalaya entered Oracle professional services through the acquisition of a regional delivery team with a 21-year track record of delivering Oracle professional services and an Oracle HCM Cloud Specialized Partner of the Year award, recognised at both Global and EMEA level. Not to build capability from scratch. To bring proven regional delivery under a practice governed to European institutional standards, with board-level accountability for every client engagement.
Swiss Governance.
Regional delivery expertise.
Two Decades of Enterprise Delivery
Simalaya SA was incorporated in Switzerland in 2006 as a management and technology consulting organisation. From inception, the firm was positioned as a high-calibre consulting practice serving enterprise and institutional clients, not a software reseller or staffing agency, but a genuine IT and business consulting firm built to European standards.
Our Consulting Heritage (2006-2024)
The firm developed capabilities across Digital and Data Marketing, Marketing and Innovation, Customer Value Management, Retail and Distribution, Governance and Programme Portfolio Management, Quality Management, and Transformation and Change. Over nearly two decades, Simalaya delivered complex programmes for leading organisations including Admiral, Barclays Bank, BMW, the European Union, national payment and trademark offices, Lombard, Orange, and the United Nations, spanning financial services, telecommunications, energy, and international institutions.
Our Oracle Practice (2004-Present)
In 2025, Simalaya made a deliberate strategic decision to expand into Oracle professional services across the Middle East and Europe through the acquisition of the Oracle practice of AppsLink Consulting. AppsLink had operated as a recognised Oracle delivery partner in the Middle East since 2004, earning the Oracle HCM Cloud Specialised Partner of the Year award at both Global and EMEA level in 2018. That track record, and the regional delivery team behind it, now forms the operational core of Simalaya’s Oracle practice.

AppsLink Oracle Practice Begins
The team that would become Simalaya’s regional Oracle delivery capability begins building its track record across enterprise Oracle programmes in the Middle East.
Simalaya Founded in Europe
Simalaya SA is incorporated in Switzerland, owned by Seed4Equity. Established as a management and technology consulting practice serving enterprise clients across financial services, telecommunications, energy, and international organisations.
Management Consulting Consolidation
A Luxembourg-based group listed on Euronext Paris consolidates Simalaya’s management and technology consulting business from 1 October 2013. Simalaya SA and its Seed4Equity ownership remained intact throughout, providing continuity of governance and investment commitment.
Oracle Partner Award Recognition
AppsLink earns Oracle Specialized Partner of the Year: HCM Cloud - recognised at both Global and EMEA level.
Acquisition & Regional Expansion
Simalaya acquires the Oracle practice of AppsLink Consulting, unifying two decades of regional expertise under a single integrated practice operating from Dubai.
Institutionally Backed.
Governance-Accountable.
Simalaya Consulting operates through two legal entities: one incorporated in Switzerland and one registered and operating in Dubai, UAE. Both sit within the Seed4Equity portfolio, a Swiss technology investment group with multiple portfolio companies. Seed4Equity is not a passive financial investor. It applies board-level governance across its portfolio, maintains institutional discipline over delivery standards and financial management, and takes an active role in ensuring each firm it owns operates to the standard its enterprise clients require. Portfolio companies include Scality, an enterprise object storage platform deployed by global financial institutions and telecommunications operators. For organisations engaging Simalaya Consulting on Oracle programmes, this structure carries two practical implications. First, you are contracting with a locally incorporated entity in your jurisdiction, not a foreign firm operating through a representative office. Second, you are working with a professionally governed firm answerable to an active institutional investor with a board, a track record, and direct interest in long-term client retention.
